Accelerating the uptake and impact of WHO norms and standards

WHO norms and standards shape health policies and programmes worldwide. Their development is a core mandate of the Organization and one of its most distinctive contributions to global health. The impact of norms and standards, however, depends on their effective uptake, adaptation and implementation in national contexts.

In May 2025, the Seventy-eighth World Health Assembly adopted resolution WHA78.10, Strengthening national capacities in evidence-based decision-making for the uptake and impact of norms and standards. The resolution calls for stronger support to help countries translate WHO norms and standards into action and improved health outcomes.

Through WHA78.10, Member States requested the Director-General to develop, in close consultation with Member States and relevant stakeholders, a global framework on the uptake and impact of norms and standards and a global plan of action for its implementation.

WHO is leading a global, consultative process to co-develop these documents with Member States. This initiative aims to strengthen the pathway from global guidance to country-level action and help ensure that WHO norms and standards contribute more consistently to improved, equitable and sustainable health outcomes.

Objectives

The Global Framework will provide a shared strategic vision and approach for strengthening the uptake and impact of WHO norms and standards. The accompanying Global Action Plan will set out priority actions to support implementation and promote learning, collaboration and accountability. Together, the Framework and Action Plan will serve as practical tools to support Member States in strengthening evidence-informed decision-making and accelerating the impact of WHO norms and standards.

 

Development process

WHO is developing the Framework and Action Plan through a phased, Member State-driven consultation process. The process includes regional and global consultations, opportunities for written inputs, and iterative drafting to ensure the final documents reflect country needs, priorities and experiences. The Framework and Action Plan are expected to be finalized in late 2027.

 

How to engage

 Call for Experts: Technical Advisory Group on Strengthening WHO Norms and Standards: (deadline: 22 September 2026)

Member States are at the centre of the development process. WHO encourages all Member States to participate in regional and global consultations and to provide written feedback throughout the drafting process.

Consultations will help shape the vision, priorities and practical actions included in the Framework and Action Plan, ensuring they are relevant, actionable and responsive to national contexts. Through this collaborative process, Member States will play a key role in shaping a global approach to strengthening the uptake, implementation and impact of WHO norms and standards.

A Member State information session on implementing WHA78.10 will be held on 22 July 2026 (see links below).
